A public scientific institution – Novosibirsk regional supporting fund of science and high education was founded in 1996 by Novosibirsk administration.
The main aim of the Fund is to assist the regional scientific and technical policy, scientifically-applied developments, and innovation projects.
To achieve this aim the Fund conducts and finances scientific contests and innovation projects, gives support to innovation and educational events, fulfils a foreign-economic activity that consists of establishing direct scientifically-technical and production relations.
One of the forms of the assistance is a financial support of various institutions that make science intensive production.
Funds are given for the following:

Scientifically-technical production development and put out according to the priority scientific directions that provide for socio-economic development of the region;

New technologies introduction, economic conditions creation for a production-technological activity of the region to produce a competitive output based on scientific achievements;

Short run production using science intensive technologies;

Support of innovation science-industrial cooperation in order to improve the competitive ability of Novosibirsk industry;

Small-scale scientifically-technical enterprises development;

Organization of independent examination;

Staff retraining;
-
Innovation and educational development.
Annually on a competitive basis the Fund assigns means for:
- Grants for young scientists who do applied-scientific research;
- Nominal research grants for post-graduates and persons working for doctor's degree.
