Investment project № 1
2009 became crucial for Investment project № 1 of the Novosibirsk Region — Technopark of the Academgorodok. After four years of marking time the first building of Novosibirsk Technopark has been constructed and equipped. At the beginning of 2010 here will operate 12 manufactures united in instrumentation making allocation unit.
I was necessary to tighten the screws
It was as early as 2005 when it has been decided to build Technopark in Novosibirsk. In March of that memorable year a plan of action on creation of Technopark was approved between administration of the Novosibirsk Region, the mayoralty of Novosibirsk and the Siberian branch of the Russian Academy of Sciences. One year later the tendency has got federal-wide character: the government program on creation of Technoparks on the territories of Novosibirsk, Moscow, Nizhniy Novgorod, Kaluga, Tyumen, Kemerovo Regions, Republic of Mordovias, Tatarstan and the cities of St.-Petersburg has been accepted. In 2006 the the general investor of Technopark of Novosibirsk became the company "RosEuroDevelopment", promising to invest in the construction 16 billion rubles. It was supposed that Technopark facilities would take place on 27 sites allocated by the Siberian Branch of the Russian Academy of Science, and will include offises and laboratory buildings (55 thousand sq.m, residential realty (360 thousand sq.m), shopping and leisure center (40 thousand sq.m) and congress centre with a showroom (3500 sq.m). The floor area of sites for placing of Technopark facilities would be 504,44 ha.
In 2008 because of the conflict to the Siberian Branch of the Russian Academy of Science the project "RosEuroDevelopment" left the project. At the beginning of 2009 Novosibirsk authorities tried to get LLC "Gazprombank-invest", a subsidiary of Gazprombank, interested in Technopark, but the question with the general investor is not resolved to this day. Obviously, the Technopark first stage will be run exclusively on budgetary funds. Earlier this year, vice-governor Vasily Yurchenko said that in 2009-2010 it would be channeled 3,7 billion rubles from the federal, regional and city budgets on the project of Novosibirsk Technopark implementation. But it was necessary to cut down expenses. At the end of the year the head of the Region Victor Tolokonsky, addressing a general meeting of the Siberian Branch of the Russian Academy of Science, has giveb more reserved figures: it will be invested about 3,4 billion rubles in Technopark from the budgets of all levels from 2007 till 2010 included.
First there will be 12 companies
2009 showed that the project of Novosibirsk Technopark succeeded. Finally the sore subject – the land one was resolved in October: the Ministry of Economic Development of Russia gave a positive decision on the disposal of land property on which it was planned to place offices and industrial areas for innovative companies from the state ownership to the regional ownership. In late October, Main Registration Directorate for the Novosibirsk Region registered title in property of the land plots at the Nikolaev Street. The total land area is 6.29 ha.
Before the end of the year 35 innovative companies have applied for the residential status of Technopark. 27 companies are going to take place in the business incubator of Novosibirsk Technopark. The Expert Council of Technopark of the Academgorodok that will be engaged in considering applications of potential residents was established in December 2009. In the first quarter of 2010 the first residents and start-ups will receive a registration at the Injenernaya Street in the Technological Support Center (TSC of Technopark). The size of the building is 9,5 thousand square meters, the business incubator will be set aside 500 square meters. "Novosibirsk Technopark is a unique environment for the life of innovation. Try today to produce a prototype - not a single plant will produce a bolt, only under the counter. 12 companies in the field of instrumentation, serving the residents will be placed in the TSC of Technopark and they will be able to produce items of up to thousand of samples. Galvanics, heat treatment, the mechanics of the general and high precision, dipole radio installation, wire-wrap products - we have tried to collect the best that is in the Technopark ideology in the world, and created the instrumentation making allocation unit "- explains the chief scientific officer of the company "Uniscan (Resident of Technopark) Andrey Bryzgalov .
There appeared a new facility within the structure of Technopark that is Engineering and technological center of nanomaterials at Injenernaya Street. The size of the nanocenter is 4 thousand sq. m, commission is planned for March, 2010. In September state corporation "Rusnanotech" declared the creation of a network of the so-called Nanofabs all over the country, and in October the administration of the region has allocated 155 million rubles for a new project of Technopark. «The Novosibirsk region will participate in preparation of the application for competition on creation of the network of nanotechnological centers (Nanofabs) in the country. Such centre should take place in Novosibirsk, — said CEO of Technopark of the Novosibirsk Academgorodok Dmitry Verhovod. — Nanocenter of Technopark is an industrial module with administrative inserts. The project is created for the concrete companies and concrete technologies. International energy and thermotechnics center, companies of the Institute of chemistry of solids and mechanochemistry of the Siberian Branch of the Russian Academy of Science, Institute of catalyses and Institute of semiconductor physics will place their equipment in the nanocenter.
Per square meters
In the autumn of 2009 Technopark hit its stride. There was an acceleration of construction speed of not only the basic buildings, but also a complex of office-laboratory and floorspaces of the companies-residents of Technopark.
It will be recalled that plots of land at Injenernaya Street have been allocated to 13 companies belonging to the association "SibAcademInnovation". Five buildings are being constructed there at their own expense. In total the companies will construct 13 100 sq. m of the areas. "It's wonderful that we have the opportunity to build up near the university and scientific center. Convenient location will allow us to work in close cooperation and attract tax relief. Jointly with the company "Novij Dom" 1200 sq. meters of office and research centers are being constructed now. We plan to move in by the end of 2010. Besides our contract manufacturing will be placed within the frameworks of NanoFab ", - says Mikhail Losev, Director of the company “Medico-Biological Union”.
"UniScan gave birth to a few companies in Technopark. Jointly with "Technoscan" we construct a building of 3700 sq. m where laboratory, prototyping, research facilities, playground for testing will be located. Today, we occupy a space of 2500 sq. m and it is a cramped place for us ", - marks Andrey Bryzgalov.
The chairman of non-commercial partnership “SibAcademSoft”, director of the company “SoftLab” which is the Resident of Technopark Irina Travina declared more composedly: "Potentially, I am interested in office spaces, especially if they are cheaper than those on which we now locate. I want the company's employees to be provided with available housing programs in Technopark and there is hope for cooperation with other residents. I am interested in renting, but my company is not offered any rate, since this rate is in the process of formation and approval. My company would be interested in proposals for renting and other payments to not more than 400 rubles per square meter per month.”
For work and for life
Early in December the housing program of Technopark was launched. Nearly 30 employees of innovative firms were able to purchase affordable variant of housing in a house in the course of building of the micro-district “Baltijskij” (District of Sluice). The builder was the company "Rosneftegazstroy” (RNGS). Thanks to negotiations with the Governor the price per a square meter has been reduced to 31 thousand rubles. As a result, the cost of a one-room apartment for employees of Technopark residents was about 1.3 million rubles. Housing was purchased in the mortgage, involving Novosibirsk Regional Mortgage Agency (NRMA) at 17% per annum, although usually Regional agency does not give loans to housing under construction. The program also included the possibility of lending without mortgage of real estate. These conditions of housing purchase were the only ones possible for young employees of innovative companies. All the apartments fell within the scope of the 21 resolution of the Governor of the Novosibirsk Region to subsidize the initial contribution of up to 300 thousand rubles, and to compensate interest on mortgage (2 / 3 of the refinancing rate of Central Bank on loans to 1.7 million rubles within seven years).
This new home for Technopark is an event with a capital letter. The issue with the construction of new housing is solved with difficulty: in Academgorodok, most of the land is federally owned, SB RAS holds the land. To resolve the situation somehow, the regional administration creates the Agency for Housing Development. The Governor Viktor Tolokonsky said that it would start its work in 2010: "The Agency will be given a specific authorised capital from the regional budget. It was conceived as a 100% joint-stock company, which task is to find and buy land for housing at auction market, but not actual construction. Then the agency will give land in the free or reduced long term lease to cooperatives of citizens or in the structures set up specifically for the purpose of housing construction. Money paid to the agency for the repayment of land will totally go for the development of the engineering infrastructure of the site.”
Perhaps one of these sites will become the site in the Nijnyaya Eltsovka next to the clinic Research Studies Institute for Pathology of Blood Circulation. Construction and engineering surveys were carried out there during the whole 2009 and it was noticeable for all Novosibirsk. There were rumors about the transference of the main building of Technopark on this site. But there will be a residential complex - the development of this area is scheduled for the final, third part of the project implementation. Residents of Technopark say that without the participation of the general investor the site is unlikely to develop. On the other hand, the most difficult part of the project of Novosibirsk Technopark succeeded at the expense of small and medium-sized business and budget co-financing - a year ago, this task seemed to be impossible.
Experience of regions
Apart from Academgorodok Technopark facilities are created in Tomsk, Altai Territory and Kuzbass. In Tomsk the residents have been working in the Center of Innovation and Technology of technology-innovative zones since the end of 2008, today it is about 45 companies. The area of Tomsk SEZ is 206.6 ha. Commissioning of 1 million square. meters of office and production spaces is expected. Volume of investments of Tomsk SEZ is 1,5 billion dollars.
Implementation of more than 80 investment projects in the sphere of crop science, cattle breeding, agricultural mechanic engineering and infrastructure is provided within the limits of the project of agrotehnopark "Altai PriObje”. For this purposes 590 billion rubles are planned to be channelled. According to optimistic forecasts, agrotehnopark will start accepting residents in 2010, but legislative delays with the status of special agricultural area drag out this process.
Within the limits of the project of the Kuzbass Technopark it is planned to construct buildings with a total area of 80,8 thousand sq. m and an infrastructure of 826 million rubles. 10 residents received a residence permit and 10 other companies are waiting for the recognition of the status of resident in Technopark of the Kemerovo Region . But Kuzbass Technopark has no specific site and mechanism of financial assistance to residents.
